Is Pintrest Google's dream Picasa?

Is it possible that Google's Picasa should have been in the position Pinterest is in at this point in time.  Many would argue that, given Google's brand recognition, Picasa should have become much more than Pinterest has become.  What are your views on this?  Is Google rightly positioned to recapture the picture takers and their hunger for social media consumption and proliferation?
